More About Aliso Viejo, California

Aliso Viejo is a city in the Orange County metropolitan area, with a population of 49,219 as of 2010. It is in the southern San Joaquin Hills adjacent to Aliso and Wood Canyons Regional Park. It has nine public parks covering more than 400 acres, including a natural preserve and wildlife sanctuary on its eastern border that is home to over 250 bird species.

The city gained international attention when it decided to ban smoking on all public property and required smokers to receive $50 permits for smoking that would be valid for two years at private businesses where smoking was allowed.

The city was incorporated on January 24, 1957, and received its name from the adjacent Aliso and Wood Canyons Wilderness Park. The city lies in a transition zone between the semi-arid interior of Southern California, and the warm Mediterranean climate of the coastal area.[4]

The land that makes up todays city of Aliso Viejo was once home to the Tongva Native American group (also known as Gabrielinos). The first Europeans to settle there were two Spanish Franciscan missionaries in 1771. More than a century later, in 1887, orange trees were planted along what is now Soto Street.

In the mid-1940s, paper magnate Henry J. Kaiser bought thousands of acres in the Aliso and Wood Canyons area, attempting to create an orange grove plantation. (Kaiser also created nearby Laguna Niguel as a "model" planned community as well.) However, Kaiser's plan proved to be unsuccessful and the land was eventually sold to the U.S. government for an airbase in 1948.[6] The airbase was renamed March Air Force Base during World War II, but was eventually decommissioned after the end of the war.

In 1965, the land was sold to subdivisions. The first Mayor of Aliso Viejo, Jess Torok, proposed that the entire city be a "freedom park," with no roads. He also wanted every business to be moved underground and every home to have its own park. This plan was seriously considered by other city planners around Orange County, but there were concerns that no one would want to live in a city without weather protection. In 1969 the city council voted 4-3 to keep Aliso Viejo above ground.
