Costa Mesa, California (APA-NVCM) is a city in Orange County, California. Costa Mesa is approximately 18 miles south of Downtown Los Angeles, between the coastal cities of Newport Beach and Irvine, situated on a 50-square-mile (128 km2) stretch of coastal plain at the mouth of Midway City in South Orange County.

The population was 150,370 at the 2010 United States Census.

Costa Mesa is a planned city. Developers Louis and Dora Green, for whom the civic center plaza is named, formed the Costa Mesa Land Company in 1923 and purchased a huge tract of land southeast of Los Angeles from the Irvine Ranch. They hired civil engineer Edmund Burke to plan what would be known as "the first completely planned community in California." He created a central park (now known as City Hall Plaza), bounded by Newport Avenue on the east, 17th Street on the north, Adams Avenue on the west and Fair Drive to the south. The first orange groves were planted in Costa Mesa in 1873, while it was still part of Orange County. In the 1920s, realtors of Orange County, who advertised "all kinds of farm land for sale", were the first to put up tract housing; Costa Mesa quickly became a desired community.

Costa Mesa is one of the earliest examples of suburban planning in America, where residents were known to place a "For Sale" sign in their front yards announcing an open house. The city is mostly single-family and medium-density residential homes with only a few multi-story buildings. Commercial zoning is extremely limited so most commerce blends into neighboring Westminster, Newport Beach and Irvine. A square grid of wide streets was dedicated in 1923 (though not yet built out by the late 1920s).

Costa Mesa has many distinct neighborhoods, such as Cedar Knolls, South City and Newport Coast. The area to the south of Golden Hill and Topanga Canyon Blvd. is often called South Central Costa Mesa; this area has a large concentration of local businesses mixed with large apartment complexes and single-family homes.
